| 摘要：随着全球对可持续发展及应对气候变化的关注度日益提升，转型金融应运而生并成为金融领域的重要议题和发展方向。立足商业银行业务实践，阐释分析转型金融的理论内涵及现实意义，分层分类介绍转型类债券及贷款等主要转型产品的结构特点及商业银行落地案例，探讨总结现有政策及产业形势下转型金融蕴含的长期商业机遇及面临的核心挑战。在此基础上，从实操层面就商业银行发展转型金融提出一系列建设性策略建议，包括前瞻参与转型金融标准制定、完善转型金融配套支持政策、科学精准拓客并做好服务延伸、建立全流程转型风险防控体系、打造复合型专业人才库等，为银行业更好地参与和推动转型金融发展提供理论支撑和实践指导，为我国“双碳”目标顺利落地作出贡献。 |

| Abstract：With the increasing global focus on sustainable development and climate change mitigation,transition finance has emerged as a critical topic and development direction in the financial sector.From the perspective of commercial banking practice,systematically expounds and analyzes the theoretical connotation and practical significance of transition finance.It hierarchically categorizes and introduces the structural features of major transition financial products such as transition bonds and loans,along with commercial bank implementation cases.The paper also explores the long-term business opportunities and core challenges embedded in the current policy and industrial landscape of transition finance.On this basis,it proposes a series of actionable recommendations for commercial banks to develop transition finance business,including proactive participation in transition finance standard-setting,establishment of supporting policy systems,scientific and precise customer outreach with service extension,risk management throughout the transition process,and accumulation of talent pool of multi-skilled professionals.These insights aim to provide theoretical and practical guidance for the banking sector to better engage in and promote transition finance development,contributing to the successful implementation of China’s “dual carbon” goals. |
