| 国家平台模式是近年来G20等国际组织提出的合作机制，旨在加强各国政府、多边开发银行、国际组织之间的合作，以促进实现共同的发展目标。从国家平台概念和内涵切入，以公正能源转型伙伴关系（JETP）国家平台机制为研究重点，系统阐述JETP的运行机制、取得的成效和存在的问题。并基于问题导向，提出坚持开放包容、合作共赢的基本原则，发挥市场化机制作用，促进融资多元化，加强与国际组织的合作，关注公正转型，推动跨境绿色低碳转型投资等对策建议。为我国探索如何利用产业、资本和机构优势，充分发挥市场和政府的资源配置功能，推动构建“一带一路”沿线地区多边投融资合作机制，实现公正转型和绿色低碳发展提供参考借鉴。 |

| Abstract：The national platform model is a cooperation mechanism proposed by international organizations such as the G20 in recent years,aimed at strengthening cooperation between governments,multilateral development banks,and international organizations to promote the achievement of common development goals.This article starts from the concept and connotation of national platforms,with a focus on the mechanism of the Just Energy Transition Partnership (JETP) national platform.It systematically elaborates on the operational mechanism,achievements,and existing problems of JETP,and based on problem orientation,proposes countermeasures and suggestions such as adhering to the basic principles of openness,inclusiveness,and win-win cooperation,playing the role of market-oriented mechanisms,promoting financing diversification,strengthening cooperation with international organizations,paying attention to just transformation,and promoting cross-border green and low-carbon transformation investment.This paper will provide a reference for China to explore how to use its industrial,capital and institutional advantages,give full play to the resource allocation function of the market and the government,promote the establishment of multilateral investment and financing cooperation mechanisms in the regions along the “the Belt and Road”,and achieve fair transformation and green low carbon development. |
