| 摘要：新型基础设施是现代经济增长的新动能，对推动产业基础高级化、体系运行高效化、业态模式新型化具有支撑作用，也对加快形成新质生产力具有良好的启示。本文使用2011－2020年中国省级面板数据，运用熵权法等测度新基建发展指数，在此基础上，探究新基建对地区产业结构的影响及机制，引入产业集聚作为调节变量，实证检验产业集聚发挥的调节作用。结果发现：（1）新基建在不同程度促进了产业结构高级化和合理化发展。（2）在区域异质性视角，发现新基建对产业结构高级化和合理化的影响存在南北差异，其中北方地区影响更为明显；在细分基建上，对产业结构高级化的促进作用仅在信息基建和融合基建影响下显著，而创新基建和融合基建则促进了产业结构合理化发展。（3）生产性服务产业集聚和制造业-生产性服务产业协同集聚有效强化新基建对产业结构高级化和合理化的积极影响。在当前中国提倡“双碳”的政策背景下，进一步深化新型基础设施研究，有助于丰富产业结构在高质量转型方面的实践经验，同时提高产量、减少碳排放，对于保持产业发展可持续性也具有重要意义。 |

| Abstract：The new infrastructure is the new driving force of modern economic growth,and has an important supporting role in promoting the advanced industrial base,efficient system operation and new business model.It also has good enlightenment for accelerating the formation of new quality productivity.This paper uses China's provincial panel data from 2011 to 2020 to measure the new infrastructure development index by using entropy weighting method ,and explores the impact and mechanism of the new infrastructure on the regional industrial structure,introduces industrial agglomeration as a regulating variable,and empirically examines the regulating role played by industrial agglomeration,and the results find that:(1)New infrastructure has,to varying degrees,both The results found that new infrastructure has promoted the development of advanced and rationalized industrial structure to different degrees.(2)From the perspective of regional heterogeneity,we find that there is a north-south difference in the impact of new infrastructure on industrial structure advanced and rationalization,among which the impact is more obvious in the northern region;on different segments of infrastructure,the promotion of industrial structure advanced is significant only under the influence of information infrastructure and convergence infrastructure,while innovation infrastructure and convergence infrastructure promote the development of industrial structure rationalization.(3)The agglomeration of productive service industries and the synergistic agglomeration of manufacturing-productive service industries effectively strengthen the positive impact of new infrastructure on the advanced and rationalized industrial structure.In the context of China's current “dual carbon” policy,further research on new infrastructures can help enrich the practical experience of high-quality transformation of industrial structure while increasing production and reducing carbon emissions,which is also important to maintain the sustainability of industrial development. |
