| 摘要：产业链韧性提升是产业链优化升级的重要表征。顺应经济高质量发展的时代需求，应对提升产业链基础与治理能力的现实挑战，中国式链长制应运而生。将链长制政策实施作为准自然实验，基于2011－2020年30个省份的面板数据，建立多期双重差分模型探究链长制实施对产业链韧性提升的政策效应。研究表明：链长制能够显著提升产业链韧性，经一系列稳健性检验后所得结论仍然可靠；链长制对提升产业链韧性具有异质性；市场化水平对链长制提升产业链韧性存在显著的正向调节作用。立足有效市场和有为政府更好结合的原则，提出如下对策建议：明确功能定位与责任边界，根据地区特点与优势差异化推进链长制，充分发挥市场化水平的调节效应。研究为持续稳妥推进链长制，强化产业链现代化建设以及提升经济治理现代化水平提供中国方案与中国智慧。 |

| Abstract：Enhancing the resilience of industrial chains is a critical indicator of their optimization and upgrading.In response to the demands of the era for high-quality economic development and the practical challenges of improving industrial chain foundations and governance capabilities,the Chinese-style chain chief system has emerged.This paper treats the implementation of the chain chief system policy as a quasi-natural experiment.Based on panel data from 30 provinces in China covering the period 2011-2020,a multi-period difference-in-differences model is constructed to investigate the policy effects of the chain chief system’s implementation on enhancing industrial chain resilience.The research findings indicate that the chain chief system can significantly enhance industrial chain resilience,a conclusion that remains robust after a series of validity checks.The effect of the chain chief system on improving industrial chain resilience exhibits heterogeneity.Furthermore,the level of marketization plays a significant positive moderating role in the relationship between the chain chief system and industrial chain resilience enhancement.Grounded in the principle of better integrating an effective market with a proactive government,the following countermeasures and suggestions are proposed：clarify functional positioning and responsibility boundaries；promote the chain chief system in a differentiated manner based on regional characteristics and advantages；and fully leverage the moderating effect of the marketization level.This research provides Chinese insights and solutions for the steady and prudent advancement of the chain chief system,the strengthening of industrial chain modernization,and the enhancement of modern economic governance capabilities. |
