| 摘要：在全球产业链重构、技术革命加速与绿色转型深化的时代背景下，国家级新区承载着探索中国现代化产业体系建设路径的战略使命。以成渝地区双城经济圈核心引擎——两江新区为研究对象，系统剖析其现代制造业集群体系的发展现状与核心特征。目前该体系已形成多层次产业格局，具备集群协同、创新赋能与开放辐射等优势，但仍面临产业结构性失衡、关键核心技术“卡脖子”、绿色转型有待加速与区域协同碎片化等挑战。基于“四链融合”理论框架，本研究提出“十五五”时期两江新区现代制造业集群体系的“金字塔式”升级路径，并通过构建统筹协调机制、优化财政金融支持、强化要素保障、深化开放创新等政策举措，推动产业体系向全球价值链中高端跃升，为西部内陆地区发展新质生产力、实现制造业高质量追赶提供实践范式。 |

| Abstract：Against the backdrop of global industrial chain restructuring，accelerated technological revolution，and deepening green transition，national-level new areas bear the strategic mission of exploring pathways for constructing a modern industrial system for Chinese modernization.This paper takes the Liangjiang New Area，the core engine of the Chengdu-Chongqing economic circle，as the research object，and systematically analyzes the development status and core characteristics of its modern manufacturing cluster system.Currently，this system has formed a multi-level industrial structure and possesses advantages such as cluster synergy，innovation empowerment，and open radiation. However，it still faces challenges including structural industrial imbalances，“bottleneck” restrictions in key core technologies，lagging green transformation，and fragmented regional coordination.Based on the theoretical framework of “integration of the four chains” (innovation chain，industrial chain，capital chain，talent chain)，this study proposes a “Pyramid-style” upgrade path for the Liangjiang New Area’s modern manufacturing cluster system during the 15th Five-Year Plan period.Furthermore，through policy measures such as establishing coordinated governance mechanisms，optimizing fiscal and financial support，strengthening factor guarantees，and deepening open innovation，it aims to propel the industrial system towards the mid-to-high end of the global value chain.This provides a practical paradigm for developing new quality productive forces and achieving high-quality catch-up in manufacturing in inland regions of Western China. |
