| 摘要：发展数字政府是提升国家治理体系和治理能力现代化的核心驱动力，旨在重塑公共服务与社会治理范式；数字金融的蓬勃发展正深刻变革金融资源配置效率与风险管理模式，成为推动经济高质量发展的关键引擎。二者的融合发展，不仅限于“政务＋金融”场景叠加，而是对国家治理现代化与经济高质量发展具有战略意义的深层次制度性耦合与生态化共建。基于文献综述与案例剖析相结合的研究方法，并构建“理论框架—案例验证—路径设计”的三维研究范式，探讨数字政府建设与数字金融发展的深度融合机制与实现路径。研究表明：数字政府与数字金融的融合本质上是数据、场景、基础设施三要素的深度耦合与协同增效，其核心机制体现为协同治理、数据要素市场化与平台生态共建三大理论维度；通过爱沙尼亚“X Road”数据交换平台、新加坡“智慧国”倡议等案例表明，融合发展通过数据驱动的普惠金融服务、场景融合的协同治理创新和基础设施共建共享三种模式重塑金融服务供给范式；当前融合进程仍面临体制机制协同不足、技术标准尚不统一、法律法规与伦理约束等多方面挑战，尤其体现在数据共享机制不畅与系统互操作性有待提升等方面。放眼未来，应加强顶层设计的战略协同，构建以耦合协调为核心的绩效评估体系，重点推进数据要素统一标准建设、隐私计算技术应用与跨部门治理机制创新。 |

| Abstract：The development of digital government is the core driving force for enhancing the modernization of the national governance system and governance capacity,aiming to reshape the paradigms of public services and social governance.The vigorous development of digital finance is profoundly transforming the efficiency of financial resource allocation and risk management models,becoming a key engine for promoting high-quality economic development.The integrated development of the two is not merely a superimposition of “government affairs + finance” scenarios,but a deep-level institutional coupling and ecological co-construction of strategic significance for the modernization of national governance and high-quality economic development.Based on a research method combining literature review and case analysis,and by constructing a three-dimensional research paradigm of “theoretical framework-case verification-path design”,this study explores the deep integration mechanism and realization path of digital government construction and digital finance development.The research shows that the integration of digital government and digital finance is essentially a deep coupling and synergy of three elements: data,scenarios,and infrastructure,with its core mechanism reflected in three theoretical dimensions: collaborative governance,marketization of data elements,and co-construction of platform ecosystems.Through cases such as Estonia’s “X-Road” data exchange platform and Singapore’s “Smart Nation” initiative,it is demonstrated that the integrated development reshapes the supply paradigm of financial services through three models: data-driven inclusive financial services,scenario-integrated collaborative governance innovation,and infrastructure co-construction and sharing.Currently,the integration process still faces multiple obstacles such as institutional and mechanism barriers,technical standard heterogeneity,and legal and ethical constraints, especially in terms of data sharing bottlenecks and insufficient system interoperability. Looking to the future,it is necessary to strengthen strategic coordination in top-level design,build a performance evaluation system centered on coupling and coordination,and focus on promoting the construction of unified data element standards,the application of privacy computing technology,and the innovation of cross-departmental governance mechanisms. |
