| 摘要：在数字时代，数据要素作为新型生产要素已成为提升城市经济韧性的关键引擎。基于2010－2022年中国277个地级及以上城市的面板数据，将地方政府是否推动公共数据开放平台设立视为准自然实验，采用多时点双重差分模型实证检验数据要素对城市经济韧性的影响，并进一步分析其作用机制。研究发现：公共数据开放所释放的数据要素显著提升了城市经济韧性，这一结论在经过平行趋势检验、安慰剂检验等稳健性检验后依旧成立。异质性分析显示，这一效应在东部地区、大规模城市、行政等级较高及人力资本充裕的城市中更为显著。机制检验揭示，公共数据开放所释放的数据要素通过提高城市创新活跃度与优化资源配置效率的双重路径提升城市经济韧性。应构建全域数据共享体系、强化创新驱动与资源配置协同机制并实施差异化政策，以更精准地释放数据要素效能，提升城市经济韧性。 |

| Abstract：In the digital era,data elements,as a new type of production factor,have become a key engine for enhancing urban economic resilience.Based on panel data of 277 prefecture-level and above cities in China from 2010 to 2022,this paper regards the local government’s promotion of the establishment of a public data open platform as a quasi-natural experiment,and empirically tests the impact of data elements on urban economic resilience using a multi-period difference-in-differences model,and further analyzes its mechanism of action.The study finds that the data elements released by the opening of public data significantly enhance urban economic resilience,and this conclusion still holds after robustness tests such as parallel trend tests and placebo tests.Heterogeneity analysis reveals that this effect is more pronounced in eastern regions,large-scale cities,cities with higher administrative levels,and cities with abundant human capital.Mechanism tests reveal that the data factors released by public data openness enhance urban economic resilience through the dual pathways of increasing urban innovation activity and improving the efficiency of resource allocation.We should construct a comprehensive data sharing system,strengthen the synergistic mechanism of innovation-driven development and resource allocation,and implement differentiated policies to more precisely unleash the effectiveness of data factors and enhance urban economic resilience. |
