| 摘要：链长制作为中国地方政府提升产业链现代化水平和推动经济高质量发展的制度创新，通过集聚生产要素完善产业链生态、贯通上下游产业链条推动产业协同发展，保障产业链自主可控发展。由于各省份产业链基础条件和发展态势各异，形成了差异化的链长制推行模式，主要有开发区引领模式、战略性产业引领模式、核心企业引领模式。持续深入实施链长制面临以下困境：链长与链主的职责亟待明确；链长制推行的开放度、融合度不够；盲目推行链长制；数字化支撑链长制不够。新时期完善链长制需要明确链长与链主的职责定位并探索链长制的合理边界，不断提高链长制执行的开放度和融合度，立足比较优势与现实基础推行链长制，以数字化赋能链长制效能提升。 |

| Abstract：The “Chain Chief System” is a system innovation for Chinese local government to improve the modernization level of industrial chain and promote high-quality economic development.The “Chain Chief System” improves the ecology of the industrial chain by gathering production factors,penetrating upstream and downstream industrial chains to promote the synergistic development of industries,ensuring the independent and controllable development of industrial chains.Due to the different basic conditions and development trends of industrial chains in each province and city,there are different modes of implementing the chain length system,including the leading mode of development zones,the leading mode of strategic industries,the leading mode of core enterprises.The following dilemmas are faced in the continuous and in-depth implementation of the “Chain Manager System”:the responsibilities of chain managers and chain owners need to be clarified;the openness and integration of the “Chain Manager System” is not enough;the blind implementation of the “Chain Manager System”;and the digital support of the “Chain Manager System” is not enough.To improve the chain length system in the new era,we need to clarify the responsibilities of chain chiefs and chain owners and explore the reasonable boundaries of the chain length system,continuously improve the openness and integration of the “Chain Chief System” implementation,implement the “Chain Length System” based on comparative advantages and realistic foundation,and enhance the effectiveness of the “Chain Chief System” with digital empowerment. |
