| 基于自然的解决方案(NbS)是国际应对气候变化的重要创新和实践,具有庞大的资金需求,在财政资金有限的形势下,金融支持是其可持续发展的关键要素。鉴于NbS项目收益不确定性高,投资风险大,当前全球NbS发展普遍存在单个项目投资规模小、资金总缺口大、公共资金依赖强等难题,如何有效吸引私营部门投资,是保障NbS资金支持的关键。总结国内外金融支持NbS主要做法和典型案例发现,大力发展混合融资、提升公共资金激励和撬动作用,以及发展担保相关金融工具以分散风险等措施,可以有效降低NbS项目风险,吸引资金投向NbS领域。建议我国在发展NbS时要积极参与国际合作,构建多元化融资渠道,进一步创新金融产品与服务,同时充分发挥公共资金引流作用,完善财政金融激励政策。 |

| Nature-based solutions (NbS) represent a significant innovation and practice in the international response to climate change,with substantial financial demands.Given the limited availability of public funds,financial support is a key element for their sustainable development.Due to the high uncertainty of project returns and large investment risks in NbS,current global NbS development is generally confronted with problems such as small investment scale of individual projects,large total funding gap,and strong reliance on public funds.How to effectively attract private sector investment is crucial for ensuring the financial support for NbS.Summarizing the main practices and typical cases of financial support for NbS at home and abroad reveals that measures such as vigorously developing blended finance,enhancing the incentive and leverage effect of public funds,and developing guarantee-related financial tools to diversify risks can effectively reduce the risks of NbS projects and attract funds to the NbS field.It is suggested that in the development of NbS in China,active participation in international cooperation should be pursued,diversified financing channels should be constructed,financial products and services should be further innovated,and the role of public funds in guiding investment should be fully leveraged,while improving fiscal and financial incentive policies. |
