新型基础设施建设如何赋能新质生产力 ——来自国家智慧城市试点的证据

摘要:
新型基础设施是培育和发展新质生产力的基石。首先基于新质生产力内涵,从科技生产力、绿色生产力、数字生产力三个维度构建2008-2022年我国227个地级市层面的新质生产力综合指标体系,然后将智慧城市试点视为新型基础设施建设的一项准自然实验,利用渐进DID模型实证检验新型基础设施建设对新质生产力的效应大小、影响异质性及作用机制。结果表明,以智慧城市试点政策为代表的新型基础设施建设能够显著提升新质生产力水平,且在经过一系列有效性检验和稳健性检验后,该结论依然成立。异质性分析表明,在区位优势明显、内部属性优越的地区,新型基础设施建设对新质生产力的赋能效应更为显著。机制分析发现,新型基础设施建设能够通过资源配置效应、数据支撑效应和规模集聚效应三个渠道促进新质生产力提升。研究结论丰富了新型基础设施建设的经济效应研究,对于因地制宜发展新质生产力具有重要意义。

How to Empower New Quality Productivity with the Construction of New Infrastructure ——Evidence from the National Smart City Pilot Program

Abstract:
New infrastructure is the cornerstone for cultivating and developing new quality productivity.Firstly,based on the connotation of new quality productivity,a comprehensive indicator system of new quality productivity at the level of 227 prefecture level cities in China from 2008 to 2022 is constructed from three dimensions:technological productivity,green productivity,and digital productivity.Then,the smart city pilot is regarded as a quasi natural experiment of new infrastructure construction,and the effect size,heterogeneity,and mechanism of new infrastructure construction on new quality productivity are empirically tested using a progressive DID model.The results indicate that the construction of new infrastructure represented by the smart city pilot policy can significantly improve the level of new quality productivity,and this conclusion still holds true after a series of effectiveness and robustness tests.Heterogeneity analysis shows that in regions with obvious location advantages and superior internal attributes,the empowering effect of new infrastructure construction on new quality productivity is more significant.Mechanism analysis reveals that the construction of new infrastructure can promote the improvement of new quality productivity through three channels:resource allocation effect,data support effect,and scale agglomeration effect.The research conclusion enriches the study of the economic effects of new infrastructure construction and is of great significance for developing new quality productive forces according to local conditions.
