| 摘要：温室气体排放对全球气候变化的影响日益加剧，实现碳达峰和碳中和（简称“双碳”）目标已成为各国政府和企业的共同使命。重庆作为长江上游生态屏障的重要区域，随着工业化和城乡统筹的加速发展，能源消耗和碳排放问题面临较大挑战，“双碳”目标的达成成为重庆实现可持续发展的关键。2022年8月，重庆获批绿色金融改革创新试验区，是全国首个全域开展绿色金融改革试验的省级经济体，对推动重庆经济社会高质量发展和长江经济带绿色发展具有重大意义。全面梳理重庆绿色金融发展现状及成效，指出重庆绿色金融改革创新面临绿色金融配套支持政策不足、绿色金融基础设施重复建设、碳金融市场创新力度有待增加等问题。最后，提出推动重庆绿色金融改革创新的政策建议，包括健全支持绿色金融发展的财金互动政策体系、统筹规划绿色金融数字基础设施建设、优化完善金融支持碳市场机制等。 |

| Abstract：As the impact of greenhouse gas emissions on global climate change intensifies,it has become the common mission of all governments and enterprises to achieve the goal of carbon peak and carbon neutrality (“Dual Carbon”).As an important area of the ecological barrier in the upper reaches of the Yangtze River,with the accelerated development of industrialization and the integration of urban and rural areas,and the “Dual Carbon” goal has become the key to sustainable development.In August 2022,Chongqing was approved as the Green Finance Reform and Innovation Pilot Zone,which is the first provincial economy in China to carry out the experiment of green finance reform.It is of great significance to promoting the high-quality economic and social development of Chongqing and the green development of the Yangtze River Economic Belt.The current situation and achievements of green finance in Chongqing are comprehensively reviewed,pointing out that the reform and innovation of green finance in Chongqing are faced with problems such as insufficient supporting policies for green finance,repeated construction of green finance infrastructure,and the innovation of carbon finance market.Finally,policy suggestions are put forward to promote the reform and innovation of green finance in Chongqing,including improving the financial interaction policy system to support the development of green finance,overall planning the construction of digital infrastructure of green finance,and optimizing and improving the carbon market mechanism of financial support. |
