| 摘要：城乡融合是解决我国城乡之间发展不平衡不充分问题的关键思路，是破除区域发展困境、实现新时代乡村振兴的有效途径。基于乡村振兴战略，以甘肃城乡融合发展情况为调查内容，聚焦如何破解城乡二元结构的深层障碍，建立符合甘肃的城乡融合机制体制，为城乡融合发展提供制度保障。首先，运用因子分析法对城乡融合发展水平进行测度。其次，根据研究现状探析甘肃城乡高质量融合的发展障碍和关键问题。发展障碍包括经济融合堵点、社会融合障碍和主体协同困境；关键问题包括分项推进城乡融合的体制机制、协同联动城乡融合的体制机制。最后，结合甘肃本土城乡融合发展特征，提出促进城乡高质量融合发展的政策建议：一是通过建立城乡一元化户籍管理机制以及产权价值显化的利益分享机制进而促进城乡要素融合；二是建立一二三产业融合发展机制以及完善城乡就业保障机制以破除产业融合障碍；三是建立农民参与主体的共享共建机制与公共资源激活的赋能支撑机制促进城乡社会融合；四是建立城乡基础设施一体化建设机制并开拓农业农村现代化发展新空间以促进城乡空间融合。 |

| Abstract：Urban rural integration is a key approach to solving the problem of imbalanced and insufficient development between urban and rural areas in China.It is an effective way to overcome regional development difficulties and achieve rural revitalization in the new era.Based on the rural revitalization strategy and taking the development of urban-rural integration in Gansu Province as the investigation content，the focus is on how to solve the deep-seated obstacles of urban-rural dual structure，establish a mechanism and system for urban-rural integration that is in line with Gansu Province，and provide institutional guarantees for urban-rural integration development.Firstly，use factor analysis to measure the level of urban-rural integration development.Secondly，based on the current research status，explore the development obstacles and key issues of high-quality urban-rural integration in Gansu.Development obstacles include economic integration bottlenecks，social integration obstacles，and subject coordination difficulties；The key issues include：the institutional mechanisms for promoting urban-rural integration in sub projects，the institutional mechanism for collaborative linkage and urban-rural integration.Thirdly，combining with the characteristics of the local urban and rural integration development in Gansu，we put forward policy recommendations to promote high-quality urban and rural integration development.First，we should promote the integration of urban and rural elements by establishing a unified urban and rural registered residence management mechanism and a benefit sharing mechanism with property rights value.The second is to establish a mechanism for the integration and development of the primary，secondary，and tertiary industries，as well as improve the urban-rural employment security mechanism to remove barriers to industrial integration.The third is to establish a sharing and co construction mechanism for farmers to participate in the main body and an empowerment and support mechanism for activating public resources to promote urban-rural social integration.The fourth is to establish an integrated construction mechanism for urban-rural infrastructure and explore new spaces for the modernization of agriculture and rural areas to promote urban-rural spatial integration. |
