| 土地财政对我国经济快速发展起到了积极作用，但同时也衍生出产业结构失衡、资源配置效率不高、隐性债务增长等问题，高度依赖土地财政的地方财政脆弱性不断上升。在当前房地产行业深度调整及经济下行压力下，土地财政缺口凸显，基于土地信用的地方政府信用体系亟待转变。本文在梳理我国土地财政历史沿革的基础上，对当下面临的困局进行分析，建议从持续深化财政体制改革、加大中央转移支付力度、充分发挥国有资本财政作用和加快基础设施REITS盘活存量资产等四大路径合理弥补土地财政缺口。 |

| Abstract: |
| Land finance has played a positive role in China’s rapid economic development in the past few decades,but it also derived issues such as industrial structure imbalance,resource allocation imbalance,and implicit debt growth at the same time.The vulnerability of local government finance system,which heavily relies on land finance,is constantly increasing.Under the deep adjustment of the real estate industry and the downward pressure of the economy,the land finance gap is being prominent,and the local government credit system based on land credit needs to be transformed urgently.On the basis of reviewing the historical evolution of China’s land finance,this article analyzes the current difficulties,and give four suggestions on how to bridging the Land Financial Gap,which are deepening the reform of the financial system,increasing the intensity of central transfer payments,developing state-owned capital finance and accelerating the issuance of infrastructure REITS. |
