| 经济高质量发展离不开有效市场与有为政府的双轮驱动。当前有效市场促进经济高质量发展面临要素资源流动不畅,市场竞争活力不足,营商环境总体欠佳,制度规则不够统一等挑战。有为政府促进经济高质量发展存在政府干预市场缺乏约束,地方政府非理性竞争加剧,政府公共服务职能偏弱,行政管理运行成本过高等问题。有效市场与有为政府相结合存在地方保护和市场分割,“三大失衡”问题严重,收入分配两极分化明显,相关法律体系建设滞后等瓶颈。为此,本文提出如下对策建议:完善有效市场,发挥市场在资源配置中的决定性作用;建立有为政府,发挥政府在市场经济中的宏观调控作用;推动有效市场与有为政府更好结合,更好促进经济高质量发展。 |

| High-quality economic development cannot be achieved without the two wheel drive of efficient market and effective government.This paper argues that the efficient market for high quality economic development faces challenges such as poor flow of factor resources,insufficient market competition,poor business environment and lack of uniformity of institutional rules.The effective government for high-quality economic development faces the problems of lack of constraints in government intervention in the market,increasing irrational competition among local governments,weak public service functions of the government and high administrative operation costs.The combination of efficient market and effective government has bottlenecks such as local protection and market segmentation,serious problems of “three imbalances”,obvious polarization of income distribution and lagging construction of relevant legal system.To this end,the following countermeasures are proposed:improve the efficient market,play the decisive role of the market in resource allocation;establish an effective government,play the macro-control role of the government in the market economy;promote a better combination of efficient market and effective government,and better promote high quality economic development. |
