| 摘 要：当前，世界正面临百年未有之大变局，全球经济金融形势和国际经贸规则发生深刻变化，“规则之争”和“制度之争”日益激烈，引发全球产业链体系的重组。如何顺应全球新一轮国际经贸规则变革重构的大趋势，依托国内国际双循环发展大战略，推动西部陆海新通道建设，积极参与全球经贸规则重构，是中国构建更高水平开放型经济新体制的重要内容。本文主要研究当前国际经贸新规则的主要内容和最新进展，对我国西部陆海新通道建设带来的挑战与机遇，并研究在国际新经贸规则体系下推进金融支持西部陆海新通道建设的发展路径及相关政策建议。 |

| Abstract：At present,the world is facing profound changes unseen in a century,and the global economic and financial situation as well as international economic and trade rules are undergoing profound changes.The “rule disputes” and “system disputes” in global trade finance are becoming increasingly fierce,which has triggered the reorganization of the global industrial chain system.How to comply with the general trend of the new round of global economic and trade rules reform and reconstruction,relying on the Domestic and international dual circulation development strategy,promote the construction of the new western land-sea Corridor,and actively participate in the reconstruction of global economic and trade rules,is also China’s important content of constructing a new system of a higher-level open economy .This paper mainly studies the main content and latest progress of the current new international economic and trade rules,the challenges and opportunities brought about by the construction of the new western land sea corridor in China,and related policy suggestion for how to promote the development path of related financial support under the new international economic and trade rules system. |
