| 2019年，美国最大的社交媒体Facebook宣布将推出基于区块链技术的加密数字货币Libra；2020年4月，在注重完善合规建设的基础上，Libra项目白皮书2.0版本发布，从而加速了Libra的发行进度。如果Libra发行成功，将对现行的货币体系以及外汇管理体系产生巨大的冲击。为防范Libra对我国的金融体系的冲击，本文有针对性的提出了一种数字货币跨境流动管控机制，文中首先分析Libra数字货币体系结构特征和交易机制，针对性提出Libra区块链的交易数据采集思路和方法，基于采集的数据特征，提出相应的政策建议，对构建我国的金融安全环境具有一定参考意义。 |

| In 2019，Facebook，the largest social media in the United States，announced that it would launch Libra，an encrypted digital currency based on blockchain technology；in April 2020，on the basis of focusing on improving compliance construction，version 2.0 of Libra project white paper was released，thus accelerating the release progress of Libra.If Libra is successfully issued，it will have a huge impact on the current monetary system and foreign exchange management system.In order to prevent the impact of Libra on Chinas financial system，this paper proposes a cross-border flow control mechanism of digital currency.Firstly，this paper analyzes the structural characteristics and trading mechanism of Libra digital currency system，and puts forward the ideas and methods of transaction data collection of Libra blockchain，and based on the collected data characteristics，puts forward corresponding policy suggestions，in order to build China’s financial security environment has certain reference significance. |
