| 本文梳理服务贸易协定（TISA）、跨太平洋伙伴关系协定（TPP）以及美墨加三国 协定（USMCA）等国际多边协定及双边协定重塑国际经贸新规则的主要内容，分析我国自贸试 验区金融开放创新政策与国际经贸新规则的差距，建议深化自贸试验区金融开放创新，在负面 清单设置、市场准入、金融信息数据跨境流动、国有企业“竞争中立”、减少“不符措施”和 “例外条款”等方面进一步改革创新。 |

| Based on the main contents of international multilateral and bilateral agreement such as TISA, TPP, USMCA etc. , which aims to restructure the new economic and trade rules internationally, this paper analyzes the gap between China’s financial opening and innovation policies in FTPZ and those international new rules, and raises the policy recommendation for deepening the financial opening and innovation in FTPZ, accordingly including negative list setting, market entrance, cross-border financial information flow, SOE competition neutrality，reduction of “non- conforming measures” and “exceptional clauses”. |
