| 在新时代背景下我国货币政策框架逐步完善成形，再贴现是传统的货币政策工具 之一，创新和完善再贴现政策，更好发挥结构调整功能，有助于解决不平衡不充分问题，促进 实体经济平稳健康发展。当前，货币政策的“结构性”作用仍存在争议，本文梳理关于再贴现 结构调整功能的主要观点，吸取再贴现政策实践的有益国际经验，从政策要素、传导机制、操 控变量等方面分析影响结构调整功能的主要问题，得出优化再贴现政策的建议。 |

| Rediscount is one of the traditional monetary policy tools. Under the background of the new era, China’s monetary policy framework has been gradually improved. Innovation and improvement of the rediscount policy，optimization of the structural adjustment function, helps to solve the problem of unbalanced development, and promotes the steady and healthy development of the real economy. The structural role of monetary policy remains controversial. This article focuses on the structure adjustment function, the useful international practice of the rediscount policy, and analyzes the major problems affecting structure adjustment function including the policy factor, the transmission mechanism and manipulating variables, and also gives policy suggestions to optimize the rediscount policy. |
