| 摘要:破解资源诅咒是实现经济体稳定、多元与可持续增长的关键。通过将数据要素纳入全要素生产率的理论框架并提出数据要素影子价格的概念,以衡量数据对资本的边际技术替代率。基于2010-2022年中国西部地区86个地级市的数据,实证检验数据要素影子价格与资源诅咒的关系。研究发现:(1)数据要素影子价格能有效缓解资源诅咒,证实数据要素具有优化资源配置和利用的作用;(2)数据要素影子价格对资源诅咒的缓解作用在清洁能源优势地区和政商关系相对不健康地区更为显著;(3)数据要素影子价格具有节能效应、替代效应和乘数效应,通过降低能源强度、降低流动资产比重和深化金融发展三种渠道缓解资源诅咒。在数字时代,应构建完善的数据要素市场基础制度,实施与区域禀赋相适应的差异化数据赋能战略,并深化数据要素在生产与金融等关键领域的融合应用,从而为资源型地区破除资源诅咒、实现高质量发展提供有效路径。 |

| Abstract:Breaking the resource curse is pivotal for achieving stable,diversified,and sustainable economic growth.By integrating data as a factor of production into the theoretical framework of total factor productivity,we introduce the concept of the data element shadow price.This metric quantifies the marginal rate of technical substitution between data and capital.Utilizing data from 86 prefecture-level cities in China’s western regions between 2010 and 2022,we empirically examine the relationship between the data element shadow price and the resource curse.Our findings indicate:(1) The data element shadow price effectively alleviates the resource curse,confirming data’s role in optimizing resource allocation and utilization.(2) This alleviating effect is more pronounced in regions with a strong clean energy advantage and in areas with comparatively weaker political-business relationships.(3) The data element shadow price exhibits energy-saving,substitution,and multiplier effects,mitigating the resource curse by reducing energy intensity,decreasing the proportion of liquid assets,and fostering deeper financial development.In the digital era,it is imperative to establish robust foundational systems for data factor markets,implement differentiated data empowerment strategies tailored to regional endowments,and deepen the integration of data factors across key sectors such as production and finance.This approach offers a viable pathway for resource-dependent regions to overcome the resource curse and attain high-quality development. |
