科技金融赋能中国工业技术创新效率提升的机制与效应研究

摘要:在加快推进创新驱动发展战略的政策背景下,科技金融已成为构建科技-产业-金融良性循环,推动创新链、产业链、资金链深度融合的核心引擎。基于2010-2022年三大城市群48个城市的面板数据,深入探究科技金融对中国工业技术创新效率提升的影响及其作用机制。研究表明,科技金融发展能够显著促进中国工业技术创新效率提升,且科技金融通过提高人力资本水平和创新资产效率促进中国工业技术创新效率提升。对于不同规模工业企业,科技金融对中国工业技术创新效率呈现显著的非线性边际报酬递减效应;对于不同政府支持水平,科技金融对中国工业技术创新效率提升呈现先增强后减弱趋势。此外,科技金融对工业技术创新效率的促进作用在京津冀和长三角区域要明显强于珠三角区域。因此,应发挥科技金融创新政策引领作用,持续加强人才建设和资源投入,加快健全完善企业规模阈值管理与政府支持动态校准双重机制,因地制宜制定区域科技金融规划,推动中国工业技术创新能力跃升。

Research on the Mechanism and Effects of Science and Technology Finance Empowering the Enhancement of Industrial Technological Innovation Efficiencyin China

Abstract:Under the policy background of accelerating the implementation of the innovation-driven development strategy,science and technology finance is becoming the core engine to build the virtuous cycle of science and technology,industry and finance,and promote the deep integration of the innovation chain,industrial chain and capital chain.Based on the panel data of 48 cities in three major urban agglomerations from 2010 to 2022,this paper deeply explores the impact of science and technology finance on the improvement of industrial technological innovation efficiency in China and its mechanism.The research shows that the development of science and technology finance can significantly promote the improvement of industrial technological innovation efficiency in China,and it promotes the improvement of industrial technological innovation efficiency in China by improving the level of human capital and the efficiency of innovation assets.Facing industrial enterprises of different scales,science and technology finance shows a significant nonlinear diminishing marginal return effect on the improvement of industrial technological innovation efficiency in China;for different levels of government support,the impact of science and technology finance on the improvement of industrial technological innovation efficiency in China shows a trend of first strengthening and then weakening.In addition,the promoting effect of science and technology finance on industrial technological innovation efficiency is significantly stronger in the Beijing-Tianjin-Hebei and Yangtze River Delta regions than in the Pearl River Delta region.Therefore,the leading role of science and technology finance innovation policies should be played,talent construction and resource input should be continuously strengthened,the dual mechanism of enterprise scale threshold management and dynamic calibration of government support should be accelerated to be improved,and regional science and technology finance plans should be formulated in accordance with local conditions to promote the leap of China’s industrial technological innovation capacity.
