| 摘要：发展银发经济，是顺应人口老龄化趋势、培育经济发展新动能、改善民生福祉的必然要求。从理论逻辑上看，银发经济需依托“需求牵引－供给响应－监管保障”的互动机制，通过需求牵引供给并触发监管、供给响应需求并依托监管、监管保障需求并规范供给的内在逻辑链条，加快将银发经济“潜力市场”转变为“有效市场”并实现高质量发展。进一步以重庆为例，研究发现银发经济需求侧、供给侧、监管侧均面临现实难题。为推动银发经济发展进程，建议需求侧引导老年群体树立科学消费观、挖掘银发经济细分市场潜力、梳理老年群体精神类产品需求；供给侧创新产品供给体系、打通产业协同链条、推动供给侧创新与适老化改造；监管侧树立全生命周期养老准备理念、完善工作协同推进机制、健全法规信用体系。 |

| Abstract：The development of the silver economy is an inevitable requirement to comply with the trend of population aging,foster new drivers of economic development and improve people’s well-being.From the perspective of theoretical logic,the silver economy needs to rely on the interaction mechanism of “demand traction-supply response-regulatory guarantee”.Through the internal logic chain of demand pulling supply and triggering regulation,supply responding to demand and relying on regulation,regulation guaranteeing demand and standardizing supply,it should accelerate the transformation of the “potential market” of the silver economy into an “effective market” and achieve high-quality development.Taking Chongqing as a case study,the research further finds that the demand side,supply side and regulatory side of the silver economy are all facing difficulties.To promote the development process of the silver economy,it is suggested that the demand side should guide the elderly group to establish a scientific consumption concept,explore the potential of the silver economy’s segmented markets,and sort out the demand for spiritual products among the elderly group;the supply side should innovate product supply system,unblock the industrial collaboration chain,and promote the innovation of the supply side and the transformation of aging;the regulatory side should establish the concept of full life pension preparation,improve the mechanism of collaborative work promotion,and perfect the legal credit system. |
