绿色金融能够抑制农业面源污染吗

摘要:农业面源污染是我国水环境治理中面临的核心挑战,而绿色金融作为市场化环境治理工具,正成为破解农业面源污染治理困境的关键政策选项。基于中国省级面板数据,采用双向固定效应模型与Hansen门槛回归方法,系统分析绿色金融对农业面源污染的影响机理、传导机制及其门槛效应。研究发现,绿色金融对单位面积氮污染排放量、磷污染排放量和等标污染排放量具有显著负向影响,且该减排效应随经济发展水平提升呈阶梯式强化,表现出以GDP对数值为门槛变量的门槛特征;机制检验揭示三条关键传导路径:通过提升农村居民可支配收入增强环境支付意愿的收入效应,通过清洁能源替代降低农业柴油使用强度的能源结构效应,通过污水处理设施升级提高污染消纳能力的末端治理效应,三者在不同经济发展阶段呈现动态协同作用。据此,提出创新多类型绿色金融工具、实施区域差异化治理策略和优化绿色金融治污传导路径的相关政策建议,为推动农业绿色转型与生态环境改善提供理论支持和决策依据。

Can Green Finance Curb Agricultural Non-Point Source Pollution?

Abstract:Agricultural non-point source pollution has become a core challenge in China’s water environment management,while green finance,as a market-oriented environmental governance tool,is becoming a key policy option to address the dilemma of agricultural non-point source pollution control.Based on provincial panel data in China,this study employs a two-way fixed effects model and the Hansen threshold regression method to systematically analyze the impact mechanism,transmission pathways,and threshold effects of green finance on agricultural non-point source pollution.The findings reveal that green finance has a significant negative impact on nitrogen emissions per unit area,phosphorus emissions per unit area,and equivalent standard pollution emissions.Moreover,this emission reduction effect exhibits a stepwise strengthening pattern with economic development,demonstrating threshold characteristics with the logarithm of GDP as the threshold variable.Mechanism tests identify three key transmission pathways: the income effect-enhancing rural residents' disposable income to strengthen environmental payment willingness; the energy structure effect-reducing agricultural diesel usage intensity through clean energy substitution; and the end-of-pipe treatment effect-improving pollution absorption capacity via wastewater treatment facility upgrades.These three mechanisms demonstrate dynamic synergies across different stages of economic development.Accordingly,this study proposes policy recommendations such as innovating diversified green financial instruments,implementing regionally differentiated governance strategies,and optimizing the pollution control transmission pathways of green finance,providing theoretical support and decision-making references for promoting agricultural green transformation and ecological environment improvement.
