| 摘要：在人民币国际化进程中，探索和开发新的应用场景是关键。在梳理货币国际化历史规律、分析人民币国际化现状和国际碳市场发展趋势的基础上，提出应抓住当前国际碳市场互联互通的机遇，促进人民币在国际碳交易中的广泛应用以构建“碳人民币”体系，发展人民币的网络效应，为人民币国际化提供新动能。考虑到我国碳排放权交易体系建设和碳金融市场发展现状，以及当前依托国家碳市场和现有区域碳市场构建“碳人民币”体系面临的困难与风险，提出相关政策建议：一是联合内地区域碳市场和香港地区碳市场作为“碳人民币”体系构建的切入点，制定碳市场国际化发展路径；二是完善机制体系建设，增强碳市场国际化的发展动能；三是应对绿色贸易规则，持续扩大“碳人民币”体系的内部动能，为促进区域内碳市场整合优化、提升人民币在国际碳金融交易中的应用提供助力。 |

| Abstract：In the journey towards Renminbi (RMB) internationalization,identifying and cultivating novel application scenarios is crucial.On the foundation of delving into the historical trends of currency internationalization,the present stage of the Renminbi’s (RMB) internationalization,and the evolving dynamics of the global carbon market,this study advocates for the establishment of a “Carbon-RMB” system.The introduction of this system capitalizes on the distinctive opportunities afforded by the early phase of international carbon market connectivity.This strategic move is aimed at enhancing the network effects of the RMB,providing fresh impetus for its global adoption and integration.Acknowledging the status quo of China’s carbon emissions trading system and carbon finance market,this paper advocates for capitalizing on the well-established regional carbon markets within the mainland,while also seeking partnership with the Hong Kong and Macao regions to pioneer the development of cross-border carbon markets.This approach is proposed as the foundational step in creating the “Carbon RMB” system.It aims to streamline and enhance the efficiency of regional carbon markets,thereby establishing a solid base for integrating the RMB into the global carbon finance landscape.The paper outlines several specific measures.Firstly,to integrate regional carbon markets in both mainland China and Hong Kong as the initial step towards establishing the “carbon RMB” system.Secondly,to boost the momentum behind the internationalization of carbon markets through improving governance mechanisms.Thirdly,attention must be given to addressing green trade rules.All the measures might ultimately promote the integration and optimization of the regional carbon market,and enhance the application of the renminbi in international carbon financial transactions. |
