| 摘要：加强制造业融资支持是“制造强国”战略实践的重要内容。本文在分析我国债券市场支持制造业融资存在的融资规模与市场地位高度不匹配、优质中小企业缺乏精准支持、绿色制造支持力度不强、债券违约问题突出等现象及其原因的基础上，以美、德、日、韩等海外制造业融资经验为借鉴，提出做好“金融支持制造强国建设”顶层设计、创设制造业高质量发展专项债券、开展战略性新兴制造业信用风险管理工具建设、优化制造业债券市场融资空间布局等促进制造业债券市场融资改善的建议。 |

| Abstract：Strengthening financing support is an important part of promoting the strategic goal of “Manufacturing Power”.Based on the analysis of major phenomenona and their causes in China’s bond market supporting manufacturing financing，such as the high mismatch between financing scale and market position，lack of precise support for high-quality SMEs，weak support for green manufacturing，and relatively prominent bond default，with reference to the experience of overseas manufacturing financing in the United States，Germany，Japan and South Korea，combined with the characteristics of the development of China’s manufacturing industry and the strategy of “Manufacturing Power”，this paper puts forward some suggestions to improve the financing of manufacturing bond market，such as making the top-level design of “Financial Support for the Construction of Manufacturing Power”，creating special bonds for the high-quality development of the manufacturing industry，carrying out the construction of credit risk management tools for Strategic Emerging Manufacturing Industry，and optimizing the financing spatial layout of manufacturing bond market，etc. |
