| 本文基于2005－2019年省级面板数据，分析财政分权对碳排放的影响以及市场分割在其中的传递机制，构建动态系统GMM模型验证财政分权对碳排放的非线性影响。得出以下结论：财政分权对地区碳排放水平的影响呈现“先抑后升”的“U”型关系，市场分割在财政分权对碳排放的影响中起中介作用，且以上结果具有较强的稳健性。鉴于此，要完善地方政府财政分权制度，做好分权与集权间的平衡，以寻求达到最优碳排放水平的财政分权度；优化政绩考核体系，将碳减排纳入地方政绩考核；打破市场分割，推进区域协同治理。 |

| Based on provincial panel data from 2005-2019，this paper analyzes the impact of fiscal decentralization on carbon emissions and the transmission mechanism of market segmentation，and constructs a dynamic system GMM model to verify the nonlinear impact of fiscal decentralization on carbon emissions.The following conclusions are drawn：The impact of fiscal decentralization on regional carbon emissions presents a “U” shaped relationship of “first suppressing and then increasing”，and market segmentation plays a mediating role in the impact of fiscal decentralization on carbon emissions.And verify the robustness of the above results.Therefore，it is necessary to improve the fiscal decentralization system of local governments，balance decentralization and centralization，and seek to achieve the optimal level of fiscal decentralization of carbon emissions；Optimize the performance evaluation system and incorporate carbon emission reduction into local performance evaluation；Break market segmentation and promote regional collaborative governance. |
