| 2020年1月，COVID-19公共卫生紧急事件爆发。为应对疫情导致的次生经济负面影响，本文从“公共性”视角出发，使用定性分析法和文献研究法深入探讨金融体系的公共金融职能。基于复合型公共金融理论，我国现阶段经济发展以开发性金融机构、政策性金融机构和商业性金融机构为主体，以“保弱势”促宏观经济稳定为宗旨，深入分析现阶段三类金融主体应对疫情的实践举措，提出完善公共金融体系的建议。 |

| Abstract: |
| In January 2020，the public health emergency called COVID-19 broke out.To cope with the secondary negative impact of the economy caused by the epidemic，from the perspective of “publicity”，this paper digs out the public financial function of financial system by using qualitative analysis and literature research.Based on the compound theory of public finance，on the basis of the current situation of China’s economic development to developmental financial institution，policy-based financial institutions and commercial financial institutions as the main body，in a “vulnerable” to promote macroeconomic stability as an objective，this paper analyzes the practical measures taken by the three types of financial subjects to cope with the “epidemic”，puts forward suggestions for the perfect public financial institutions. |
