| 疫苗作为抗击病毒最有效的医学手段，其研发与上市备受社会各界关注。随着后疫情时代新冠疫苗的大规模接种，疫苗质量安全问题再次成为全世界关注的焦点。同时，保险消费需求线上化与发展模式数字化不断升级，保险科技的应用效果日益优化，后疫情时代疫苗责任强制保险能否肩负起为疫苗安全保驾护航的重任，成为各参与主体亟须解决的难题。本文分析后疫情时代新冠疫苗接种的现状与存在问题，指出疫苗责任强制保险面临的发展难题。基于国际经验，从政府监管部门、保险公司及疫苗生产企业层面提出一系列政策建议，以期通过三方合作推进后疫情时代疫苗责任强制保险的完善。 |

| As the most effective medical means to fight against the virus，the research and development of vaccine and its marketing have drawn much attention from all walks of life.With the mass vaccination of COVID-19 vaccine in the post-epidemic era，the issue of vaccine quality and safety has once again become the focus of worldwide attention.At the same time，the online demand of insurance consumption and the digitalization of development mode are constantly upgraded，and the application effect of insurance technology is increasingly optimized.Whether compulsory insurance of vaccine liability can shoulder the responsibility of escorting vaccine safety in the post-epidemic era has become an urgent problem to be solved by all participants.This paper analyzes the current situation and existing problems of new crown vaccination in the post-epidemic era，pointing out the development problems faced by compulsory insurance of vaccine liability.Based on international experience，a series of policy recommendations have been put forward from the level of government regulatory agencies，insurance companies，and vaccine manufacturers，in order to promote the improvement of compulsory insurance of vaccine liability in the post-epidemic era through tripartite cooperation. |
