| 改革开放以来，我国经济快速发展，金融体制深化改革，信息科学技术迅猛发展，积累了大量金融数据。金融数据蕴含丰富的信息资源，具有提升决策效率、强化数据资产管理能力、增强风险管理能力等价值。在此背景下，本文尝试以支付清算数据治理为例，建立起包含三个体系、三个层面、一个平台的数据治理框架，从数据治理保障、数据管理和数据安全三个不同的角度开展数据治理活动，通过数据治理产生高质量数据，促进支付清算数据服务创新和价值创造，提升管理和决策水平。 |

| Since the reform and opening up，our countrys economy has developed rapidly，the financial system has deepened reforms，information science and technology have developed rapidly，and a large amount of financial data has been accumulated.Financial data contains abundant information resources，which have the value of improving decision-making efficiency，strengthening data asset management capabilities，and enhancing risk management capabilities.In this context，this article attempts to take payment and clearing data governance as an example to establish a data governance framework with three systems，three levels，and one platform，and develop data from three different perspectives：data governance assurance，data management，and data security.Governance activities，generate high-quality data through data governance，promote payment and settlement data service innovation and value creation，and improve management and decision-making levels. |
