| 金融支持西部陆海新通道基础设施建设要从服务国家战略的高度，从推动经济高质量发展的认识上出发，着力构建差异化、专业化、综合化的全方位、多层次金融支持体系。总体思路上，要构建“规划先行、战略推动、多方聚力、创新驱动、完善供给”的金融支持体系；战略推进上，要形成“政策性金融、国际性金融与基础设施建设特色金融为主力，国有及地方商业性金融为助力，保险、物流、基金、期货、证券等其他金融主体为补充”的金融支持框架。策略目标上，要达成“构建金融支持政策体系、完善金融服务生态环境、鼓励引导金融支持创新、拓宽金融支持供给渠道”的金融支持预期。 |

| Financial support for the infrastructure construction of the new land-sea corridor in the West should be based on the national strategy and the understanding of promoting the high-quality development of the economy.Efforts should be made to build a comprehensive and multi-level financial support system featuring differentiation，specialization and integration.In general，we need to build a financial support system of “planning first，strategically promoting，multi-faceted endeavoring，innovation-driven，and supply improving”.In terms of the overall strategy，we should form a financial support framework with “policy finance，international finance and infrastructure construction featured finance as the main force，state-owned and local commercial finance as the support，and insurance，logistics，funds，futures，securities and other financial entities as the supplement”.In terms of strategic objectives，we should achieve the financial support expectations of “building a financial support policy system，improving the financial service ecological environment，encouraging and guiding financial support innovation，and broadening the supply channels of financial support”. |
