| 经济是金融的基础，产业是经济的重要组成，从经济金融危机史来看，产业波动 在其中扮演着非常重要的角色。本文从产业发展的视角看金融风险，再从金融的视角反思产业 发展，结合全国和重庆产业发展以及其中产业风险与金融风险的演化，梳理总结出产业发展演 进中形成金融风险的三个层次，并在此基础上提出防范化解金融风险的政策建议。 |

| Economy is the basis of finance while the industry is a significant component of economy. The industrial fluctuation has played an important role in the history of financial crisis. This study firstly focuses on the financial risks from the perspective of industrial development, then rethinks the industrial development from the perspective of finance, and finally summarizes three levels of the form of financial risks in the evolution of industrial development by referring the case of Chongqing and nationwide，and puts forward several policy suggestions about preventing and defusing the financial risks. |
