| 本文利用2015年数据通过SBM-TOBIT-SBM三阶段DEA对我国31个省（区、市）农 险财政补贴效率进行评估，并运用Tobit模型实证分析农业保险财政补贴效率的影响因素，结 果表明：我国农业保险财政补贴效率总体不高，地区差异明显；模型调整前后效率值波动较 大，外部环境对农业保险财政补贴影响突出，并且农民受教育程度对农业保险财政补贴效率具 有显著的正向影响，地方财政收入水平则是负向影响农业保险财政补贴效率，但农民经营性收 入占比、农业生产受灾率及农林牧渔业增加值占比对农险财政补贴效率影响并不显著。 |

| In this paper, we apply the 2015 data to evaluate the efficiency of agricultural subsidies in 31 provinces (autonomous regions and municipalities) in China through SBM-TOBIT-SBM three-stage DEA, and employ Tobit model to analyze the influencing factors of financial subsidies efficiency of agricultural insurance . The result is as follows：the efficiency of financial subsidies for agricultural insurance in our country is generally not high, with obvious regional differences. The efficiency of the model fluctuates greatly before and after adjustment, and the external environment has a prominent impact on the financial subsidies for agricultural insurance. And the farmer's educational level has a significant positive impact on the efficiency of financial subsidies for agricultural insurance, while the local fiscal revenue level has a negative impact on the efficiency of financial subsidies for agricultural insurance. However, the proportion of peasants' operating income, the rate of affected agricultural production and the proportion of the added value of agriculture, forestry, husbandry and fishery did not significantly affect the efficiency of agricultural subsidies. |
